When it comes to server maintenance, and cheaters, unless you have around 50 people, and about $150 in donations, I don't really think it's gonna work out too well, depending on if you do a drift server, or something else.
I used to play FiveM a lot, I designed for the Velocity drift server actually, but it becomes stale after a while.

I think that the idea for the server is probably a good one (I don't really play gta all that much), I don't really believe that all that many players are going to play either. I just don't see this as worth it for the resources that would be used to create a server like this.
