Comment Votekick option

So i've been noticing when a VIP is trying to votekick someone for trolling or whatever the case is, you need 100% of the votes in order for them to be kicked. Wouldn't that mean the player that is trying to be kicked votes no and therefore they won't be kicked? Just happened a little while ago in NY1, guy was trolling,throwing, being an idiot you name and it we couldn't kick him because the vote kept failing at like 90%.

Can it be a different percentage other than 100%?

I believe that votekicks are being removed entirely as it's being abused.
